Enclosing text with tags

Hi.
How I can make this in Sublime Text 2 ?

I have a text -
first text
second text
last text.

Then I selected (for example with mouse or with keyboard) some part of text:
first text
second text
last text.

Then I press some keys and appear those tags before and after selected text:
first text
second text
last text.

In my opinion there are special snippet, and it have to be used with selected text.

The coomand is called “Wrap selection with tag”, is under Edit -> Tag -> Wrap selection with tag.

Keys for Windows is ALT+SHIFT+W
