Draw minimap border

this feature seems to no longer work.
used to be able to see a bright border round the minimap view port, dont see anything any more.

This was fixed in dev build 3180

ty, cant afford to renew my license quite yet but its very high on the todo list so can use dev builds so will wait very patiently for this to appear by magic as things are released : )
