Sublime 3 Build 3143
Editor is started under the current user, clean install, no privileges raising, no plugins, nothing special. I just cannot drop files into the editor space to have them opened.
Reinstall did not help.

you’re dragging from Explorer? is Explorer also started under the current user, with no raised privileges?

I’m dragging from Total Commanded (run under current user, no privileges).
Drag’n’drop from Explorer to Sublime works.
Drag’n’drop from Total Commanded to other software (Notepad++, Chrome, etc) also works well.

Certainly used to work for me on Windows 7 and I think on Windows 10 also. With Total Commander, through dragging and dropping is standardized by the OS anyway.

I got it. Total Commander can be run with two different executables: TotalCmd.exe and TotalCmd64.exe.
Drag’n’drop from the second one works for Sublime3.
