There is no download link for the official documentation. But it’s not that big, so you could save it manually by Right-click, Save As... . Or there’s a tool that does it for you: HTTrack.
If you want the unofficial documentation, you can build the HTML from source: Build HTML preview
If you really want to learn how to use ST there’s a book: https://sublimetextbook.com/
But in my opinion, what is already in the forum and the documentation is enough to get going.
