is 4.6GB in size

The cache is necessary for Sublime Text to function. It stores the file index and syntax caches, which will be recreated when ST relaunches. At best you can disable file indexing ("index_files": false
).
To be clear though, there are cases where stuff is left over in the cache and it’s safe to delete it. You can’t disable the cache though.
