I would like to know such a thing, is it possible to transfer the folder with installed plugins to another disk, with the possibility of further installation of other plugins there. In my case, transfer C: \ Users \ Admin \ AppData \ Roaming \ Sublime Text 3 \ Packages to drive D. For example, D: \ Sublime Text 3 \ Packages

You can

install the portable version of Sublime Text to D:\Sublime Text 3 which will result in all your packages to be placed under D:\Sublime Text 3\Data\Packages then or
you can create a junction C: \ Users \ Admin \ AppData \ Roaming \ Sublime Text 3 \ Packages which points to D: \ Sublime Text 3 \ Packages
