Ctags goto definition does not navigate to cursor position when file is not yet open

I have an issue similar to https://github.com/SublimeTextIssues/Core/issues/39 but it happens whenever a new file is opened when navigating to a definition with the Ctags plugin. Is there a workaround for Ctags for this?
