Even though I have installed the CSS3 package for Sublime Text 3, I cannot change its settings because it does not appear in
Preferences/Package Settings
So, I’m unable to change its settings. Please Help

It’s up to the author of a package to include a menu item to allow for settings changes, so this is something that would need to be addressed by the author of the package in question and not Sublime.
That said, if the package that you’re referring to is this one, it doesn’t have any settings. The settings mentioned in the README file go in your standard user preferences (and one goes in your Emmet settings, should you be using that).
