Color Scheme: Change Selection Highlight to Underline Only?

is there any way, via package, plug in, or otherwise, to change selection behavior so that, instead of the selected text being completely background highlighted, It will simply have a colored underline or outline?

Not that I’m aware of. no; you can change the color used but changing that part of the style is not possible.
