There is no way to change the apps icon in Windows because the icons are inside .exe.

To change the icon, you have to pin the app to the menubar and click on it with right button of mouse and select icon.

I have made an executable to do some portable jobs on Windows.

One of its function is changing ST’s icon but you have to do that everytime after ST updates. Just put your icon_program.ico, Sublime-Text-Portable-Tool.exe and sublime_text.exe together and execute Sublime-Text-Portable-Tool.exe. It would replace ST’s icon via ResHacker for you.
