So windows installed a big update recently
And after that all my file icons (+ default app) were reset
For most the fix was to choose which app it should be opened in
But for php files I still see the sublime text icon
I want it to have a regular notepad icon for files like that
How can I do this?
I tried with the app filestypeman, but it wouldn’t let me change icon
I think sublime text should not change default icons, or at least give the option to choose
Change default icon for php files etc. instead of ST3 icon

Seems more of a Win problem. You changed the app to open .php with Notepad, and it opens in Notepad but doesn’t change the icon to the Notepad icon, right?
Check something about icon cache reset on Windows maybe.
Also, not sure what “FileTypesMan doesn’t let change icons” means, any specific error? Permissions issue maybe, open with admin permissions…
Remove Sublime, try to change icons, reinstall etc…
