In Sublime Text I noticed this problem only on tabs
This is more evident in Sublime Merge:

My hunch is that you’ve got a funky or corrupted font set to “Sans” on your machine.

I’m using Noto Sans (size 10) as system font, I tried switching it but with no results.
Edit: even changing Sublime Merge’s font doesn’t affect the commit area
