Can't Open Sublime. See process with high CPU

I’m on Windows 8.1 with the 64bit Sublime Text. Sometime today, the program stopped opening. I’ve tried uninstalling and reinstalling both ST2 and ST3. I’ve tried deleting the AppData and the registry keys. When I try to open Sublime Text or open a file with it, the process starts but I don’t see the program anywhere. The process uses 18-20% of the CPU but I don’t see anything. In %APPDATA%/Local/CrashDumps/ I see a lot of sublimetext dumps but don’t know what to do with them.

What else can I try?

After restarting the computer, it’s opening again. Not sure if it will last.

I have the same question from yesterday,I am Mac OS 10.11 x64.But it can’t recovery by restart sublimetext
I clear folder:“Sublime Text 3/Index” and “Sublime Text 3/Local”,It recovery temporarily ,and lost response when I use CMD+P “go everywhere” in a big project(about hundreds of files)
