Can't Disable Open Recent Files?

The applies to both ST3 anf ST4 for me. I want to be able to disable the functionality under the File menu called “Open Recent”. Mostly I don’t want ST to remember files after I close the program, but disabling the “Reopen Closed File” feature would also be nice. If I have to disable this feature completely (i.e. it won’t even remember recent files within the current session), that is still worth the trouble because it would save me from having to manually clear that list before every time I close the program.

I’ve searched several places on this topic and everyone seems to want to prevent ST from automatically opening files on the next launch. I know that this is controlled by “hot_exit” and I’ve tried disabling that, but it doesn’t have any impact on what I’m actually trying to disable.

I’ve seen a few posts that say to set “remember_open_files”: false. I don’t even have this setting in the default Preferences.sublime-settings on either ST3 or 4, which I find very strange. I tried adding that setting to my personal settings file anyway, but it doesn’t change anything.

Is it just not possible to disable this feature? Thanks!

PS - Is it possible that this setting is missing only in the standalone build? That’s what I’m using. Also I should say that to troubleshoot that missing setting, I had already uninstalled all copies for Sublime Text and deleted all Sublime folders under AppData and Program Files.
