Cannot install custom xdebug menu

I am trying and failing to install Michael Milette’sx debug menu extension from GitHub. I have place a file called Main.sublime-menu in the Packages folder, but I can’t make anything appear… I would like to put this menu in the menu bar; how do I do that?

I don’t use this extension, but when I install XDebug Client in Windows using Package Control, I get an XDebug sub-menu in the Tools menu.
