Tried downloading Sublime Text 3 to my chromebook " tarball for other Linux distributions" version. Can’t get it to work.

Is your Chromebook running a proper Linux installation? If not, then no. Going by your post I’d say you’re just trying to install on Chrome OS which is not supported.
