It appears that plugins are loaded in alphabetical order. Is there any way to override this? For example, I’d like to make Vintage load first so that I can start writing as soon as Sublime Text starts.

No as you’ve noticed the Package load order is defined to load all packages in lexical order (except that Default is always first and User is always last), and there is no way to change that.
