Can either st2 or st3 be run on vista 32 bit computer?

Running windows vista home 32 bit computer. tried downloading both st2 and st3 but program will not open. any suggestions?

It may be a code signing issue. I’ve run ST3 on XP, so from a purely binary compatibility perspective Vista should theoretically work.
