Bundle or Standalone License

On the purchase page, there is a sentence “Bundled license keys are accepted by ST4 and Sublime Merge, but not by ST3 and earlier”.

Does that mean, if I want to license an older version (eg sublime3, sublime2), then I have to buy a license for the standalone version?
