Build 4180 keeps opening files in new window despite flag

Hi all. Have ST4, Build 4180, 2 user license.

I have ‘open_files_in_new_window’ set to ‘never’ in my user settings.

I open files from another app into ST4, and for the last 6 years of various version it always opens every file inside the one/single ST window I want. As of late, that app did not change, but since 4180 every time I double click a file it opens a brand new window, which is so disrupting my workflow. Is it a bug with this version or something else?

I can’t reproduce this using build 4180 on windows. Files are by default always opened in an existing window. When a new window is opened is the console (View > Show Console) empty?
