Beginner need helps CSS

Hello I have a problem with the CSS display on my website.
There is no interaction between CSS commands and internet
However my CSS file is well connected to the HTML which is connected to the internet.

Here are my commands:
file:///C:/Users/Anselme/Desktop/Mon%20site/index.html

I think this is not sublime text problem.
Please check the path of Css files. Or try use other directory for example C:/Web project/index.html and C:/Webproject/Css for files. Css. And use relative paths not absolute.
