Hi, I see build 3145 implemented font ligatures, but it’s dev still.
Is there any type of public access roadmap to have any idea when this feature will be on the stable release?

If you are running a stable build, you will be notified once an update (with that change) is available. There is no public roadmap.
Perhaps the OP has bought a license but wants to run a more stable version and upgrade less frequently. Constant upgrading of dev releases can be a PITA if you’re using Sublime for something productive as stability can vary greatly from one release to the next. Personally I run beta for production work and dev versions as a portable install to play with.
Crazy long beta cycles and endless feature-upgraded dev versions are probably not doing Sublime a huge amount of favours. I would prefer more frequent betas with less experimental features and a greater focus on bugfixes, stability/performance and language awareness improvements. Cool new stuff can stay in the dev channel a while longer and always be retrofitted when all the kinks have been worked out.
Though ligatures are nice they don’t play using GDI rendering and for some reason directwrite rendering looks worse on my main development rig (fuzzy fonts). So no ligatures but sharp text for me.
According to Jon and Will the current dev cycle is coming to an end and ST3.1 should be out … soonish.
To auto-update open Preferences > Settings
and make sure "update_check": true
(which is the default in the stable release channel).
Actually not only ligatures are amazing, I use Sublime every day for productivity, even when debugging in IntelliJ idea, I switch back to Sublime for coding.
But 3rd world reality is different from the 1st world and I can’t afford 80 USD right now for this. Although I would and will totally buy it at some point.
