When I start Sublime Merge, my first repository opens with the Files tab showing Modified/Untracked/Staged files. As soon as I select a branch (including the active one) that view goes away and I see CHANGES and I can’t figure out how to return to the default view. Is there a hot-key? I can’t see it in the Command Palette.

ctrl+9 brings you back to the top of the commit list. The commit dialog is always reachable by the very first item in the commit list.

Top of the commit list, great, thanks. Pity there isn’t a UI hint to let you know that’s where you are but Knowing Is Half The Battle.
