I have read the posts at How to upgrade to version 3143 on Ubuntu 16.04? and Fix for Debian/Mint/Ubuntu (apt) users getting "Already Latest Version" with "Please Upgrade" popup in ST3. I followed the instructions in the latter, but I am still getting
sublime-text is already the newest version (3211).
0 upgraded, 0 newly installed, 0 to remove and 3 not upgraded.
malikarumi@Tetuoan2:~$ sudo apt-cache policy sublime-text

But about sublime says I am still on 3200. I have closed and reopened several times. Suggestions? Thanks.
