Allow `smerge file` to create a new tab when application isn't already running

I would want to ask for smerge to allow doing what subl from Sublime Text is already doing - when Sublime Text editor isn’t open, subl file opens file in a new tab in the saved session rather than dismiss the session and launch a completely new one which is what smerge file is currently doing. I usually have few repositories open in Sublime Merge and when I run smerge, I still want to be able to have access to those tabs, even if Sublime Merge wasn’t already running.

@djohnston, I created a bug report to get the behavior to what it is now as it is different than Sublime Text: However, there is a feature request to handle making it optional & should be added to Sublime Text as well if accepted:
