Add Menus to sublime-project

I have found plenty of resources on adding menus via a plugin but can’t seem to find any info on if it is possible to add them in a project. I have a complex code base and use a script to generate project files based on where pieces of code actually reside on a dev system thus would need to generate a few menu items as a plugin each time. I would prefer to do this in the project file itself if possible to simplify the solution.

Projects offer some basic configuration options, but there is no way to make project-specific enhancements to the editor. You can’t write project-specific packages, or enable/disable packages for specific projects.
