If looks like that file is using a special Cyrillic encoding, and that Sublime is not correctly guessing the encoding. You can fix this by choosing File → Reopen With Encoding → encoding. If you frequently work with files that use this encoding, you can define a keyboard shortcut to do this.

If this is a file you’ve created yourself, you might want to configure the program that created it to use UTF-8 for new files. UTF-8 is the best and most common encoding for general use, and Sublime (and other software) should have no problem identifying it.

I’m not sure how Sublime guesses encodings. There is no perfect algorithm that will determine the intent of the file creator. It may or may not be practical for Sublime to improve its guessing in a way that would have helped here (without making things worse elsewhere).
