Just go to View -> Layout -> Single or press alt + shift + 1 as a keyboard shortcut.

The control to show and hide the side bar can be found under View > Side Bar in the menu (see there for what key is bound to this if you want to use the keyboard).
Note that Sublime doesn’t waste display space, so you can’t make the side bar appear if it’s empty (in which case there’s no point in it being there anyway).
In order to get it to appear you need to either open a folder in the window, or open at least one file and then use the menu mentioned above to turn on the display for open files.
