If you choose to install on Windows, but “install for just me” instead of “install for everyone,” the files go into ~/AppData/Roaming/Sublime Text 3. This is great, but there’s a twist:
It clears out all installed packages and user overrides when there is an update. Can Installed Packages and Packages/User be saved when a new version is installed?
