All download urls follow the same pattern. Simply try if older files are laying around in the server:

Taking Windows x64 as an example, the downloaded file is https://download.sublimetext.com/Sublime%20Text%20Build%203099%20x64%20Setup.exe, where 3099 is the build number. Just replace it with 3095 and you’re all set.
