Not auto completing tags

I’m using Sublime 3 Portable because I am at school and cannot install software. I start with ‘’ then press enter expecting it to have auto completed the first part. I have done it many previous times and it’s just habit. I looked into default preferences to see if “auto_complete” was marked as true. and it was.

I under stand that I could very much type it out myself, but I mean really who wants to do that?
