How to open project without opening 2 windows?

When I run C:\Program Files\Sublime Text 3\subl.exe --project C:\Users\user\Documents\default.sublime-project

sublime opens 2 windows, one with the project, and another window with an empty file.
That’s annoying… it makes no sense.
How to make Sublime only open the project?

I have just tested latest version, the bug still there. This has been reported 6 years ago:
