Using ST3 under Windows 10, I can select a column by pressing ctrl-alt and up or down arrow. But I don’t see how to select a block of text. I’m using Vintage and VintageEX if that matters.

You can just press the wheel of your mouse and drag.
If you don’t have a mouse, that’s going to be a bit harder:
shift + right click and drag.
