As a Fedora user I have been using the tar.bz2 but would love an rpm installer. Is that possible?
And possibly a repository to use with dnf for installation?

I would love the same, i don’t even mind hosting the repository and doing the packaging.
If you are willing to host and build it you could just tweak the code from Debian based installer by WebUpd8 Team. Here is the source code for the latest installer.
This might help https://github.com/danielkza/sublime-text-rpm. It’s ready, it just needs to be “plugged in”.
