Editing theme on the unregistered version

thanks for confirming, then why my changes do not take effect?

i am editing the following file from following location in windows:

Color Scheme - Default.sublime-package

C:\Program Files\Sublime Text 3\Packages

please let me know if i am missing anything

impossible to say with zero information, but make sure it is specified in your User preferences file and try restarting ST.

Also use https://packagecontrol.io/packages/PackageResourceViewer.

After you make your changes and save them, you could try restarting Sublime Text. Just a thought.
