Also have this problem. I'm on OSX Lion, and it happens just about every time I need to start ST2
I believe it started with build 2164, but I can't be sure if it wasn't earlier. I just upgraded today to 2166 and it was still there. (Actually the "Install and Restart" didn't succeed because it hung on restart.)
Remove the entire Sublime Text 2 folder from Application Support works, but I didn't want to lose all my preferences, so I tried removing individual packages. I removed "Alignment", "SublimeTagmatcher" (which had been giving me "slowness" warnings anyways), and "SublimeCodeIntel" before it worked again.
When I say it "worked" I mean: before it started loading previously opened windows, OSX kicked in and asked me if I wanted to Restore Previous Windows (or similar) or not, but that window also froze, so I force quit again, started it again, and it popped up the same Restore Previous Windows dialog, but this time my old windows reopened behind the dialog without me doing anything, so I chose Don't Restore and everything seemed fine.
Then I was curious, so I re-added all of the packages I had removed, and everything still works. So it doesn't seem to be something inherently wrong with one of them?
Hopefully something in there helps. If it happens again I'll let you know.
PS. Build 2165 was never pushed to my computer, and every time I tried to Check for Updates it said I had the latest version, but 2166 finally was.
