I’m using build 3188 from the dev channel and when I go to Package Control: Install Package, certain packages that should show up do not, like VimModelines.
I did some initial searching and have ensured that Package Control is installed and some packages do show up for installation, but not all. What am I missing here?
They usually do not show up when they are already installed. Check if you have the packages installed if it is not added to your ignored_packages setting. You can view the ignored_packages setting by going on the menu Preferences -> Settings.
If still not working, try https://www.sublimetext.com/docs/3/revert.html your Sublime Text installation and see if it fixes the problem:
