I reinstalled many times the stable version of sublime text 3 and seem to have the same problem

Why not?

In short:

• Open your packages folder: Command Palette › Preferences: Browse Packages.
• Remove Packages/Theme - Default folder
• If you have some custom theme tweaks in Packages/User folder you have to update them according to https://www.sublimetext.com/docs/3/themes.html
