At rule statements appearing white and not highlighted

This is a problem that I forgot the fix for. When I use CSS at rule statements like @media, the first rules I will declare will always appear as white:

I guarantee to you the CSS is valid. Even when I copy paste code someone else wrote. The first at rule statements are white. I recall using a @dummy statement but I am unsure about the specific execution of this fix.

What to do?

what version of Sublime Text are you using? it seems to work fine for me on build 3118
