Asking about feasibility of extensions - tabs, overlays

Tabs

Can tabs be visually altered? For example, could an icon be displayed next to file name (like favicon in browser window)?
Does this include changing background color?

Viewport Overlays

Can a view contain overlays? Can text be displayed that is not actually contained in the buffer?
For an example of the type of overlay I’m talking about, check out:
github.com/chrisparnin/pm#reminder-indicators

I’m prepared to use what ever work-arounds or features available in future versions in possible!

Is the tab color change here then a result of theming?

Yes. It is result of applying background color.
