I just upgraded to Sublime Text 3 and am experiencing very distracting colors on the tabs and status bar, along with obscured special characters in those places and the sidebar (see screenshot below).

I had the same problem on Windows 10 (version 1703, OS Build 15063.540). Had to revert back to Sublime Text build 3126 to get everything working normally.

This means the theme you are using is referencing images that no longer exist. Trying using a different theme, or revising your custom theme to use the images from the new Default theme.
You can confirm this by running the Select Theme command from the command palette.

Changing the theme does work, but I was using (presumably) the default to begin with "theme": "Default.sublime-theme". Changing to "theme": "Adaptive.sublime-theme" is what solved it for me.

Look for a file with that name in your Packages/User folder, it probably contains stuff that doesn’t work in 3.0.
