I want to open a new window, with the same folders in the sidebar as my current window. the same open tabs are optional. is this possible?
Anyone know if it is possible to clone a new window?

Seems like it is possible. I was able to create a new window (shift+cmd+N) and then drag the same folder into both windows.

Check Sticky Folders. Basically you need to create projects. If you want the exact same list of folders, just clone (copy/paste with new name) the projects and you can open the clone in a new window, no problem.
